PROBLEM TO BE SOLVED: To provide a flame retardant electroconductive rubber composition hardly reducing extrusion processability and properties even by using a large amount of aluminum hydroxide which can not be compounded in an amount of >50 pts.wt. based on 100 pts.wt. base rubber conventionally; and to provide a transfer belt for an electrophotographic apparatus, having high-level flame retardancy and surface flatness, and exhibiting high recovery from deformation. SOLUTION: The flame retardant rubber composition is obtained by adding 60-120 pts.wt. aluminum hydroxide surface-treated with a fatty acid or a silane coupling agent, 4-15 pts.wt. red phosphorus and 0.5-5 pts.wt. fatty acid salt of zinc to 100 pts.wt. ethylene-propylene rubber containing≥7 wt.% 5-ethylidene-2-norbornene as a third component, and having≤50 Mooney viscosity (ML<SB>1+4</SB>at 100°C). The transfer belt for the electrophotographic apparatus is obtained by using the rubber composition. The belt is formed by a crosshead type extrusion method, and has flame retardancy of V-1 or higher level in the UL94 standard for flammability,≤10μm mean surface roughness of 10 points, and≥80% recovery from deformation at 7 days after the deformation.
