PROBLEM TO BE SOLVED: To accurately determine the decoding start time and the display start time in an MPEG2 scheme wherein the image data may be handled in the unit of a field.

SOLUTION: In an image encoding to encode image information at least in units of fields and to record a field to user data before image data of an image group structure having at least one image of the MPEG (Moving Picture Expert Group) 2 for applying encoding processing to image information to form an image group structure having at least one encoded image by closed information only in the image, attached information denoting a field parity of first image information among each of image information items forming one image group structure is attached as the header information of the image group structure.
