PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has fine fluororesin particulates uniformly dispersed in a surface layer and is superior in durability and with which images of high quality can be formed. SOLUTION: The electrophotographic photoreceptor is an organic photoreceptor which has a photosensitive layer at least on a conductive base body and contains fine fluororesin particulates having≤0.2μm average primary particle size in the surface layer, and the fine fluororesin particlulates are dispersed in the surface layer in such a state that five or less flocculates having≥0.35μm major axis are present within a range being 2μm square.
