PROBLEM TO BE SOLVED: To manufacture without a trouble a packaging material the sealing part of which keeps a reinforcing film or a reinforcing sheet of given size welded by superposition through heat sealing. SOLUTION: A heat sealer for the packaging material is provided with a supply mechanism 3, which supplies the reinforcing film or reinforcing sheet 200, which is sent out from a raw material roll 30, onto the surface 110 of a packaging material 100 sent in between a heat plate sealer 1 and a pedestal 2. The packaging material 100 with the superimposed reinforcing film or reinforcing sheet 200 is sandwiched between the heat plate sealer 1, which is lowered, and the pedestal 2, and the sealing part 300 is made on the packaging material 100. The heat plate sealer 1 has a sandwiching surface 13, which has two stripes of raised parts 10, 11 for making heat seals 310 and a cutter 18, which is formed at the side of the raised part 11 located at the front side relative to the transfer direction of the packaging material 100, and has a cutting edge 18c extending long in the extensional direction of the raised part 11 for cutting the reinforcing film or reinforcing sheet 200.
