An electric heating unit and a manufacturing method thereof are provided to increase heating efficiency, to prevent fire and to minimize electromagnetic waves by inserting a heating part made of thermal conductive metal powder between a supporting member and an insulating member made of silicone rubber and an insulation layer. A heating part is zigzagged and arranged between a supporting member(1) made of silicone rubber and an insulation layer(2), and made of thermal conductive metal powder compound including gold and silver to generate heat in applying power. A shape retaining layer is integrally formed in a lower part of the insulation layer and made of thin nonwoven fabric to prevent disconnection by restricting the supporting member and the insulation layer from bending and expanding. Plug connecting terminals(6) are formed at both ends of the heating part, and surrounded by a covering material to connect and disconnect external power. An electro-thermal cushion is used by connecting the connecting terminal of the heating unit to a portable battery.
