A color filter and an LCD(Liquid Crystal Display) having the color filter are provided to improve color formation when black is displayed by adjusting a ratio of intensity of radiation of each of a plurality of color layers constructing a color filter. A color filter(19) includes a plurality of color layers regularly arranged. A black matrix(22) having openings respectively corresponding to pixels is arranged on a glass substrate(18). R, G and B layers(23R,23G,23B) are respectively formed in the openings of the black matrix.
