PROBLEM TO BE SOLVED: To provide a method of recovering water-containing high viscosity oil that flows out on water surface and of performing oil separation, and to provide an apparatus therefor. SOLUTION: A mixture 54 of water/heavy oil type emulsion and heavy oil/water type emulsion is recovered, the mixture is agitated while adding a surface active agent 13 and, thereby, oil separation is performed. The surface active agent used in the oil separation comprises either of sorbitan monolaurate, sorbitan monopalmitate, sorbitan monomyristate, sorbitan monostearate and sorbitan monooleate or a mixture of them, or comprises either of polyethylene glycol monolaurate, polyethylene glycol monomyristate and sodium lauryl sulfate or a mixture of them. The oil separation apparatus is composed of means 17, 21 of recovering the mixture of water/heavy oil type emulsion and heavy oil/water type emulsion, a surface active agent adding means, an agitation means 14 and a storage vessel 10.
