PROBLEM TO BE SOLVED: To provide a environment-friendly method for growing marine plants and seaweeds ensuring growth of marine plants and seaweeds in a low cost. SOLUTION: The method for growing marine plants and seaweeds comprises the following process: preparing artificial soil 18 formed by admixing porous natural raw material 12, marine soil 14 and a binder material 16 together; charging the mixture into each space 2002 of a small pallet 20; moisturizing the artificial soil 18 in each space 2002 with seawater; and sowing grass wrack seeds 30A so that the binder material 16 comprising plaster exerts binding power via the seawater, and the artificial soil 18 is combined in a mass after planting the seeds 30A to be solidified; setting the pallet 20 in the seawater; changing the temperature of the seawater to apply temperature stimulus to the seeds 30A to promote rooting or germination so as to grow grass wrack leaves 30B and grass wrack roots 30C; and charging the artificial soil 18 in each space 2002 from a shipboard.
