<P>PROBLEM TO BE SOLVED: To provide a method and a device for generating hydrogen increasing the controllability in the amount of hydrogen to be generated, improving the response property and stability to output, capable of quickening and simplifying the stop of hydrogen generation in the course of the reaction, and suitable for a hydrogen cartridge of a fuel cell for portable small size and medium size apparatuses. <P>SOLUTION: A layer of hydride 7 and a water absorption material 8 impregnated with water (W) are separated by a water permeation material 6 formed from a water permeation membrane having many pores through which a trace amount of water and water vapor can permeate. Water molecules coming from the water absorption material 8 and permeating through the water permeation material 6 and the hydride 7 are brought into reaction to generate hydrogen. On the reaction, in accordance with the change in the internal pressure of a body vessel 1, the water permeation material 6 and the water absorption material 8 are separated on increase of the internal pressure, and are brought into contact on reduction of the internal pressure, so that the amount of the water molecules permeating through the water permeation material 6 is controlled.
