PROBLEM TO BE SOLVED: To provide a conductive member and a separator for a fuel cell wherein superior conductivity is obtained with even less mixing of a conductive filler.

SOLUTION: In the insulating material, fiber state carbon of which a carbon network face is perpendicular to or inclined against a fiber stem is contained.
