PROBLEM TO BE SOLVED: To provide the information necessary for improving an operating method and a controlling method by evaluating whether the consumption of air conditioning energy in managing a building, is proper or not every day. SOLUTION: This air-conditioning energy evaluation system comprises a means for executing the simulation of building thermal load on the basis of the weather data of a previous day and the indoor heat generation, and operating the building thermal load, a means for executing the simulation of an air conditioning system by inputting the operation control parameter of the air conditioning system to the operated building thermal load, and operating the optimum target value to save the energy and cost, and a means for comparing the target value by the simulation with an actual value.
