PROBLEM TO BE SOLVED: To perform control without problems after an operating system and a standby system are switched around, even if the operating system and the standby system have different fixed-period programs. SOLUTION: Control parts 15, 25 normally perform a multiple equalization process. Under circumstates where it is necessary to confirm whether or not the fixed-cycle programs match, either of the processes (Figures 2-4, not shown) is executed, and when programs do not match, a single equalization process mode is temporarily started.
