PROBLEM TO BE SOLVED: To compound a cement based fluid solidification agent according to a specified mix proportion by eliminating variation in evaluation of percentage of surface moisture caused by batch processing. SOLUTION: A metering apparatus 1 comprises a metering tub 4 which is suspended by three points from a frame 3 through three aggregate metering load cells 2 which are a first mass metering means, a water metering tub 6 supported on the frame 3 through a water metering load cell 5 which is a second mass metering means, a water receiving apparatus 7 attached to the frame 3 below a drain opening formed on the bottom of the water metering tub, a pressurizing vessel 9 which is attached to the frame 3 and connected, for communication, to the bottom of the water receiving apparatus 7 through a valve 8, and a hopper 10 attached to the frame 3 under the metering tub 4.
