PROBLEM TO BE SOLVED: To provide a fibrous material impregnated with water and having (-)300-(-)700 mV oxidation reduction potential while maintaining the oxidation reduction potential, and a method for producing the same. SOLUTION: The method for producing the fibrous material is provided by installing a glass window for monitoring, a manipulator capable of being remote-operated from the outside of a reaction vessel and an inert gas-blowing-in device to a reduced water-producing reaction vessel of 200 cm x 100 cm x 100 cm, made from stainless steel (SUS 304), producing a bag of 8 mm thickness, 15 mm length and 15 mm width, having an opening part at one of its end edge part with an aluminum-laminated film, cutting purified cotton prescribed in Japanese pharmacopoeia at 5 mm thickness, 10 cm length and 10 cm width, filling it in the bag while maintaining the opening part as it is, placing the bag at the bottom of the reaction vessel for producing the reduced water, putting a lid on to make the reaction vessel as a hermetically closed state, sterilizing the inside of the reaction vessel by blowing an inert gas into the reaction vessel from the inert gas-blowing-in device, blowing hydrogen by 0.1-0.95 MPa gas pressure for 10 min into 1500 L tap water at 20°C water temperature, pH 7.02 and containing 8.5 mg/L amount of dissolved oxygen to produce the reduced water having (-)570 mV oxidation reduction potential and pH 7.11, impregnating the water to a fibrous material and sealing the opening of the bag by using the manipulator.
