PROBLEM TO BE SOLVED: To quickly and easily remove rolled pasteboard from a take-up shaft. SOLUTION: In this device, the take-up shaft 1 is provided to mount the base end part on a device main body and to horizontally project the idle end part from the device main body and rotate and drive the idle end part. A plurality of recessed grooves 6A, 6B and 6C directing in a shaft direction from the base end part over the idle end part are formed at intervals in a peripheral direction on the peripheral surface of the take-up shaft 1. In the one recessed groove 6A, a locking member 7 having the same thickness as a groove depth of the recessed groove 6A or thickness thinner than the depth is arranged from the base end part over the idle end part, one end part of the locking member 7 is fastened by a setscrew 11 on the base end part side, the other end part is supported in a cantilever within the recessed groove 6, and thereby the pasteboard (a) is inserted between the winding shaft 1 and the locking member 7 within the recessed groove 6.
