PROBLEM TO BE SOLVED: To provide a cleaning device which improves image quality by using a spherical toner, and cleans the spherical toner, and also to provide a process cartridge using the same and an image forming apparatus. SOLUTION: The image forming apparatus has: an electrostatic charging device 25 for uniformly electrostatically charging a photoreceptor; a developing device 43 for developing a latent image to a sensible image by the nonmagnetic spherical toner; a transfer device 15 for transferring the toner image; a cleaning device 45 for removing the transfer residual toner by a cleaning blade of an elastic material; and a holding means 31 for holding the dam-up powder of a magnetic material at the edge of the blade.
