PROBLEM TO BE SOLVED: To provide improved quality cosmetics by homogenous dispersion of pigment and others contained in the cosmetics. SOLUTION: An upper part 17A of a lip stick bulk 17 filled in a molding container 2 is solely and rapidly cooled by an upper cooling part 15 and the lower part 17B of the lip stick bulk 17 is slowly cooled with an air layer 16. Thus, the lower part 17B of the lip stick bulk 17 is cooled at temperatures higher than that of the upper part 17A to generate a convection in the lipstick bulk 17 filled in the molding container 2. Thus, pigments having heavier specific gravities such as mica and metal powder included in the lipstick bulk are stirred by the thermal convection and full uniformly dispersed to improve the quality of lipstick sample 18.
