<P>PROBLEM TO BE SOLVED: To provide a foam roller having excellent accuracy of outer diameter, small nonuniformity of resistance, and less amount of compressive permanent deformation and a method of stably manufacturing the foam roller in a short time. <P>SOLUTION: In this foam roller, at least two layers are formed on the outer peripheral surface of a core, a non-foam layer is formed on the outermost surface thereof, and a foam layer is formed on a surface other than the outermost surface. Short fibers of 0.5 to 5 mm in length and 1 to 50 μm in diameter are included at least in the foam layer.
