PROBLEM TO BE SOLVED: To prevent false transmission and information leaks of electronic application data. SOLUTION: An information processor is provided with a means which accepts business procedural information, the e-mail address of a person in charge of business, and a public key from an input interface as routing information and stores it in a routing information table 213, for each business flow of electronic application processing; a means which acquires, from the routing information table 213, the e-mail address of a first person in charge of business, the public key 211 and the e-mail address of a second person in charge of business; a means which stores, in a predetermined electronic application form, the electronic signature of a person who generates an application form, the e-mail address of the first person in charge of business, the public key 211, and the e-mail address of the second person in charge of business which has been encrypted by the public key 211, and prepares an electronic application form 215; and a means which distributes, in response to a request for distributing the electronic application form, the electronic application form 215 to the information processor 102 for electronic application.
