A vacuum thermal insulation panel and a manufacturing method thereof, and a refrigerator are provided to secure excellent surface characteristics by reducing waves and depression of the surface, to shorten the time for production, and to improve efficiency. A manufacturing method of a vacuum thermal insulation panel includes a process of making a binder permeate in an inorganic fiber material and a drying process of reducing moisture impregnated together with a binder in the inorganic fiber material. In the drying process, moisture impregnated together with the binder in the inorganic fiber material is reduced by thermally pressing the inorganic fiber material. The manufacturing method of the vacuum thermal insulation panel comprises a first process of layering the inorganic fiber material and impregnating the inorganic fiber material with the binder(b); a second process of drying the inorganic fiber material to constitute a core member(c,d); and a third process of sealing up the core member formed by the second process, with an outer cover material(d,f). In the second process, the inorganic fiber material, loaded between hot plate, the temperature of which is over 200 degrees centigrade, is pressed for predetermined time.
