A method for controlling a reverse outer-loop power in a WCDMA(Wideband Code Division Multiple Access) mobile communication system is provided to more quickly compensate the speech quantity of a target value under poor channel environment by changing target SIR(Signal to Interference Ratio) values of error generation patterns 3 and 4 into different values when a frame error is generated. Parameters are initialized(S101). A target SIR is set up(S102). An SIR is estimated(S103). The target SIR is compared with the estimated SIR(S104). If the estimated SIR is greater than the target SIR, a power-down command is transmitted to a UE(User Equipment)(S105). The UE downs a transmission power(S106). If the estimated SIR is less than or same to the target SIR, a power-up command is transmitted to the UE(S107). The UE ups the transmission power(S108). It is checked whether an uplink frame is received(S109). If the uplink frame is received, it is checked whether a frame error of transmitted data is generated(S110). If the frame error is not generated, the target SIR is downed(S111). If the frame error is generated, it is checked whether a pilot error is generated(S112). If the pilot error is not generated, the target SIR is increased by the first setup value(S113). If the pilot error is generated, the target SIR is increased by the second setup value which is greater than the first setup value(S114).
