PROBLEM TO BE SOLVED: To provide a magnetic circuit having no problem in terms of magnetic characteristics and excellent damping properties. SOLUTION: A permanent magnetic opposing type magnetic circuit 1 comprises a pair of permanent magnets 5 and 6 opposing spaced by a gap and magnetized in a width direction, yokes arranged outside of the gap between the above permanent magnets and which are yokes 2 to 4 and 9 supporting the permanent magnets and comprise a casting iron member 9 and low carbon steel members 2 to 4, a pair of magnetic pole pieces 7 and 8 arranged on the respective opposing faces of the gap side of the permanent magnets and having peripheral protruding portions in an opposing direction, and generates a magnetic field between the above magnetic pole pieces.
