A cotton swab holder is provided to sanitarily keep and draw a cotton swab stored in a blister casing by simply attaching an outer drawing casing to the blister casing. The cotton swab holder includes a blister casing(150) for storing cotton swabs(200) therein, an outer drawing casing(230) installed to a discharging opening of the blister casing and having a fixing member and an opening/closing member, and a packaging film(110) for packaging the outer drawing casing. The packaging film is formed with a tear-off line(111) and an opening(103) for receiving a user finger. The discharging opening is opened by pushing the tear-off line.
