PROBLEM TO BE SOLVED: To solve a problem that a holding tone is delivered from the holding tone source of a VoIP gateway unit regardless of the traffic conditions of a network when an IP telephone under service through the VoIP gateway unit performs a holding tone operation and the holding tone of an exchange cannot be delivered even under a low traffic condition. SOLUTION: The holding tone delivery system comprises a holding tone source 36 provided in a VoIP gateway unit 30, a holding tone source provided in an exchange 40, a means 41 for monitoring the traffic of a network, and a select means for instructing the gateway unit to deliver a holding tone and delivering a holding tone from the holding tone source of the gateway unit to a telephone 60 connected with a circuit switching network 10 when the traffic monitored by the network monitoring means 41 is high, and delivering a holding tone from the holding tone source of the exchange through the gateway unit to a telephone connected with the circuit switching network when the traffic is low.
