<P>PROBLEM TO BE SOLVED: To provide a membrane electrode assembly of high performance which has a small internal resistance and a high output, its manufacturing method, and a solid polymer fuel cell using the same. <P>SOLUTION: The membrane electrode assembly (MEA) has a catalyst electrode formed on a polymer electrolyte membrane in which a proton conductor is filled in a polymer film having a plurality of through holes in the thickness direction, and the internal resistance value of the membrane electrode assembly is 1.0 Ωcm<SP>2</SP>or less. In the manufacturing method of the membrane electrode assembly, the polymer electrolyte membrane in which a proton conductor is filled in a polymer film having a plurality of through holes in the thickness direction is manufactured and an electrode catalyst layer is formed on the surface of the polymer electrolyte membrane and then the electrode substrate is jointed.
