PROBLEM TO BE SOLVED: To provide a transmission medium selecting device capable of reducing selection time during calculation for the number of circulation for information required for selection of classification of facility management for managing communication equipment or the number of selection at a specific classification of facility management. SOLUTION: The transmission medium selecting device comprises an I/O device 109 for inputting information about selection by an operator, a command processing unit 105 for processing whether a service requires determination of the number of candidates or not according to information on service to be selected, via an input and output interface unit 108 and an input unit 107, a candidate number determining unit 104 for determining the number of candidates which can shorten the total selection time duration most for the selection, which is determined by the command processing unit 105 as it requires the determination of the number of candidates, a transmission medium basic information storage unit 101 for storing information on communication equipment from a position wishing service provision to a communication device, a route determining unit 102 for selecting a route from the position wishing service provision to the communication device using the basic information and the number of candidates determined by the candidate number determining unit 104, a reserve information managing unit 103 for managing the route determined by the route determining unit 102 as a reserve information via a control unit 100, and an output unit 106 for outputting the result to an operator via the output unit 106 and the input and output interface unit 108.
