A device and a method for tracking a position of a person or an object by using a mobile communication network are provided to inform peripheral people of an emergency about a terminal owner through a voice, by adopting a low-power position registration algorithm, thereby quickly tracking a position of the terminal owner who is in the emergent situation while reducing power consumption. Each of plural terminals(100) comprises as follows. A CDMA wireless transceiver(101) performs a basic CDMA wireless transceiving process. A position information extractor(102) receives position information from a GPS satellite. An emergency call button(103) carries out a push operation in an emergency. A memory(104) stores an emergency message and voice data. An RFID processor(105) supplies personal information on a terminal user. A controller(106) outputs the voice data while informing of a current position when a command is received from a position information management server, and executes a low-power position registration to an HLR. A speaker(107) outputs the voice data. |
