An environmental-friendly revetment block structure and a construction method using the structure are provided to protect a slope by planting of plants, to activate growing of plants, to promote afforestation of the slope, and to prevent the slope from being washed away. An environmental-friendly revetment block structure comprises an aspiration-preventing sheet(10) formed in a regular square shape; small revetment blocks(20) adhered or fastened to the aspiration-preventing sheet by an adhesive member; a coir mat(30) adhered on a bottom aspiration-preventing sheet of vegetation spaces(22) produced between the revetment blocks; and an earth and sand loss-preventing members(40) horizontally adhered to the sides of the revetment blocks at regular intervals to prevent vegetation earth covering on the revetment blocks from being washed away. The aspiration-preventing sheet is formed with construction clearance width and fold connection clearance width along the periphery of the right end and the upper and lower ends.
