PROBLEM TO BE SOLVED: To automatically switch the setting of a data transfer rate to an appropriate one according to the operating state of an apparatus and the state of communication environment, and to perform processing by always transmitting/receiving data without delay. SOLUTION: At the time of establishment of connection between apparatuses, when it is discriminated that connection with a destination apparatus (broadband router) 23 is not established based on an input waveform of a signal transmitted from a destination by connection decision and a setting switching block detchg, connection between the apparatuses is established by sequentially switching the data transfer rate from a high data transfer rate to a low data transfer rate and when the connection between the apparatuses is established, subsequent communication is performed by using the data transfer rate.
