<P>PROBLEM TO BE SOLVED: To provide a color filter substrate such that states of colored elements and other elements can freely be set between a reflection part and a transmission part. <P>SOLUTION: The color filter substrate 4a has a plurality of display dots D arranged in a plane on a base material 9a. This color filter substrate 4a has a reflecting film 12 which forms a reflection part R and a transmission part T in each display dot D, a 1st bank 15a which sections the plane of the base material 9a corresponding to the display dots D, a 2nd bank 15b which is provided at the border between the reflection part R and transmission part T, and colored elements 16 provided in the areas sectioned by the 1st bank 15a and 2nd bank 15b.
