A device for making a roll of a water tissue is provided to manufacture a roll of a water tissue having a proper moisture content by adjusting amount of water sprayed on a sheet material. The device for making a roll of a water tissue includes a providing unit(20) for extracting a sheet material from a towel roll, a cutting unit(30) cutting the sheet material in a predetermined length, a water spraying unit(40) spraying water on the sheet material, a forming unit(50) forming a roll of a water tissue by winding the cut sheet material into a roll, an indicating unit for indicating information on the sheet material, and an adjusting unit for adjusting amount of water sprayed on the tissue according to the information of the indicating unit.
