A heating panel for a hypocaust is provided to execute mass production of the heating panels at low cost and to facilitate construction and maintenance and shorten a term of works by standardizing the heating panels. A heating panel for a hypocaust comprises a thermal insulation layer(1) layered on a slab(27); radiating pipe insertion grooves(3) formed to the surface of the thermal insulation layer; thermal conductor insertion grooves(5) formed between the radiating pipe insertion grooves; a heat storage layer(10) layered on the thermal insulation layer; radiating pipe cover insertion grooves(7) formed to the heat storage layer correspondently to the radiating pipe insertion grooves; thermal conductor insertion grooves formed to the bottom of the heat storage layer correspondently to the thermal conductor insertion grooves formed between the radiating pipe insertion grooves; radiating pies(14) inserted in the radiating pipe insertion grooves; thermal conduction mortar(6) filled between the radiating pipes, the radiating pipe insertion grooves, and the radiating pipe cover insertion grooves; covers(17) inserted in the radiating pipe cover insertion groove; heat storage mortar(22,22') filled between the radiating covers and a gap between the heat storage layers; and sound insulation mortar(25) filled between the heating panel and a wall body(24).
