PROBLEM TO BE SOLVED: To provide a hoop reinforcement arranging tool and a hoop reinforcement arranging method, capable of safely arranging a hoop reinforcement by one worker at the minimum, and capable of further efficiently arranging the hoop reinforcement by a plurality of workers, without being substantially influenced by a state of a work site with a simple structure. SOLUTION: A loading part 31 having a slidable structure is arranged in response to an arranging state of a main reinforcement. Next, the hoop reinforcement 21 equivalent to one construction section is loaded on the loading part 31. The main reinforcement having the prescribed length is brought into pressure contact with a residual main reinforcement of a pre-construction section so that the main reinforcement becomes the length not less than one construction section. A lifting control part 32 is fixed to a column 34 upper part and the loading part 31 having the length not less than the one construction section arranged between the main reinforcements of reinforced concrete for arranging the hoop reinforcement 21. The hoop reinforcement 21 of the uppermost part is arranged and bound by carrying the loading part 31 to the prescribed height by using the lifting control part 32, and the hoop reinforcement 21 is arranged and bound while lowering the loading part 31 at a prescribed interval.
