PROBLEM TO BE SOLVED: To provide a harmful substance capturing material capable of quickly and efficiently capturing a variety of harmful substances regardless of the kind thereof. SOLUTION: The harmful substance capturing material contains a steel slag powder and an alkanolamine. Since the harmful substance capturing material exhibits effect that a large number of harmful substances such as chromium, selenium, arsenic, fluorine, boron, nitrate nitrogen and phosphorus wasted from a chemical industry, an electronic industry, a medical facility and various research facilities can be quickly and efficiently captured regardless of the kind thereof, it is suitable for usage of capturing the harmful substance contained in treating water and soil containing various harmful substances.
