PROBLEM TO BE SOLVED: To provide an apparatus for preventing the outflow and diffusion of a PCB oil into peripheral working environment and simultaneously, efficiently extracting the PCB oil at the time of opening working of an instrument prior to the extraction of the PCB oil from the instrument containing PCB where the PCB oil is sealed. SOLUTION: The toxic material extracting apparatus (1), which is an apparatus for extracting a toxic substance (14) from a vessel including the toxic substance (14), is constituted of a hood device (2), a punching device (7) and a liquid extracting device (1).
