PROBLEM TO BE SOLVED: To constantly provide proper slowdown operation of a hydraulic cylinder even when a power unit itself or an external environment changes by correcting a starting point of a slowdown zone of a movable portion of a vehicle by various pieces of measurement information on a real time basis before reaching the slowdown zone. SOLUTION: By using the hydraulic cylinder 1 driving the movable portion of the vehicle, a pump P supplying hydraulic oil to the hydraulic cylinder 1, a motor M driving the pump P, and a detecting part 32 detecting at least a voltage, a current, and a rotational frequency of the motor M, the starting point of the slowdown zone of the movable portion is corrected by the pieces of measurement information including at least a voltage value, a current value, and the rotational frequency of the motor M before reaching the slowdown zone, a rotational speed of the motor M is lowered after exceeding the starting point, and movement of the movable portion is slowed down.
