A base with transparent conductive film having high conductivity is disclosed which has high Illuminant C haze and excellent light transmittance. Also disclosed are a method for producing such a base and a photoelectric converter using such a base. A base with transparent conductive film is characterized by comprising a conductive layer formed on a base and a titanium oxide layer having a thickness of 0.5-10 nm which is arranged on the conductive layer. The conductive layer is preferably a tin oxide layer, and the base with transparent conductive film preferably has an Illuminant C haze of 5-90%. A high refractive index layer and a low refractive index layer are preferably arranged between the base and the conductive layer sequentially from the base side.
