PROBLEM TO BE SOLVED: To prevent steering operation from becoming impossible caused by breaking of wire or the like by the impact imparted to a vehicle. SOLUTION: In order to transmit a steering operation signal from a steering operation module 12 to steering driving modules 16, 18, first communication wires 61A, 62A, 63A, 64A and second communication wires 61B, 62B, 63B, 64B are arranged in parallel. Further, wiring is carried out such that the first communication wire is passed through a left side area of the steering operation module 12 and the second communication wire is passed through a right side area of the module 12.
