<p><P>PROBLEM TO BE SOLVED: To provide an occupant-leg protection device with small impact generated when a turning flap is brought into contact with an occupant leg. <P>SOLUTION: A cover section 11 is zoned by tear lines 12 to 17 into eight regions. The cover section 11 is broken along the tear lines 12 to 17 when an airbag is inflated, and the cover section 11 is divided into eight flaps 18 to 25 in total.
