PROBLEM TO BE SOLVED: To place a limit on use of mobile terminals in an optional area of a facility wherein the use of the mobile terminals is desirably restricted at an optional date and time. SOLUTION: In the case that a mobile communication network system includes an in-zone switching node 12 for controlling communication of mobile phones 10 within a prescribed zone via a wireless communication channel and a location register node 20 for managing positional information and subscriber data of the mobile phones 10, an SO application apparatus 24 registers unique information such as telephone numbers of the mobile phones 10 to the node 20 in order to permit the control of use restriction of the mobile phones 10. Then a service control node 22 for storing area information to permit the control of the use restriction of the mobile phones 10 controls the mobile phones 10 to bring the use of the mobile phones 10 into a disabled state when the mobile phones 10 whose unique information is registered to the node 20 are resident in the area denoted by the area information.
