A friction stir welding device and a friction stir welding method using a shift pin are provided to effectively mix materials and to form fine weld joints. A friction stir welding device(10) comprises a rotatable pin(24) having structure to be put and pressed on a workpieces(60) to execute friction stir welding of the workpiece; an actuator(30) rotating the pin; and a controller(50) adjusting the rotational speed of the rotatable pin by adjusting the actuator. The controller periodically adjusts the rotational speed of the rotatable pin to frequency between 0.1Hz~100Hz.
