PROBLEM TO BE SOLVED: To provide a content transmitter for specifying a user who purchased content without applying any loads to a device for distributing the content when distributing the content via a network, and to provide a program, a content receiver, and the program.

SOLUTION: The content transmitter 1 transmits content in which copyright digital watermark is embedded, where the copyright digital watermark regarding a copyright has been embedded in the contents; and a user digital watermark embedding list data for embedding a user digital watermark regarding the user into contents, where the copyright digital watermark has been embedded, by indicating that a user at a reception side having received the content, where the copyright digital watermark has been embedded, has viewed the content, where the copyright digital watermark has been embedded. The content transmitter 1 comprises a copyright digital watermark embedding means 9; a user digital watermark embedding list data addition means 15; and a transmission/reception means 17.
