PROBLEM TO BE SOLVED: To provide a phase shifter which can be easily manufactured, is compact and can broadly adjust phase. SOLUTION: The phase shifter is constituted by stacking waveguides in which two one ends are each closed with a short circuit board in two layers of upper and lower sides so that opening ends are opposite. In this phase shifter, one or more narrow gaps having the same width of the waveguide are provided in a direction perpendicular to the longitudinal direction of the waveguide between the upper and lower waveguides, and one or more grooves having a predetermined depth and width are provided at a predetermined position on each wall opposing the narrow gaps of the upper and lower waveguides. A fast wave by groove loading is generated to adjust phase in a path from the upper wavegude to the lower waveguide or a path from the lower waveguide to the upper waveguide.
