A LED substrate and a LED using the same are provided to improve light extraction efficiency by converting an incident light of spherical wave to a light of plane wave. A LED substrate includes a light transparent substrate(10) and a light control part which is formed on the light transparent substrate. The light control part is used for converting spherical incident light to plane wave lihgt to be guided into the light transparent substrate. The light control part is arranged on the light transparent substrate and consists of a light control layer(20) having refractive index distribution.
