A plasma display panel is provided to reduce a capacitance between address electrodes and power consumption during addressing, by forming rear dielectric layers having different dielectric constants and whiteness beneath a phosphor layer and barrier ribs, respectively. A plasma display panel comprises a front substrate(111) on which sustain electrodes(112) are disposed at predetermined intervals; a front dielectric layer(114) for burying the sustain electrodes; a rear substrate(121) opposed to the front substrate, wherein the rear substrate has a surface on which address electrodes(122) are arranged in the direction perpendicular to the sustain electrodes; a rear dielectric layer(123) for burying the address electrodes; barrier ribs(124) arranged between the front substrate and the rear substrate so as to define discharge spaces(130); and phosphor layers(125) formed in the discharge spaces. The rear dielectric layer includes first dielectric layers(141) formed beneath the respective barrier ribs; and second dielectric layers(142) formed beneath the respective discharge spaces. The first dielectric layers and the second dielectric layers have different whiteness and dielectric constants.
