PROBLEM TO BE SOLVED: To quickly generate breakdown by increasing the range of usable voltage, to prevent a leakage current from being generated in a normal state, and to achieve automatic reset. SOLUTION: A steep wave suppressing device for suppressing the voltage of a steep wave voltage 3 entering a circuit 1 comprises: a main electrode system 13 consisting of main electrodes 16, 6; a main trigger electrode 5 oppositely arranged to the main electrode 6 at the ground side at an interval that is narrower than the interval between the main electrodes 16, 6; a pulse generator 10 for generating a pulse voltage that is higher than the steep wave voltage 3; a sub trigger electrode system 12 for generating breakdown between electrodes 8, 9, where a pulse voltage is applied; and a conductor 7 for enabling an electrode 4 in the electrode system 12 to make continuity with an electrode 5 when the breakdown occurs in the electrode system 12. An increase in the potential of the electrode 5 generates breakdown in a portion to the main electrode 6 on the ground side of the main electrode system 13 for generating the breakdown between the main electrodes 16, 6 with the breakdown as a trigger.
