PROBLEM TO BE SOLVED: To provide a frame lifter capable of coping with the removal of a receiving frame of an iron cover for closing a hole with a small bore of 150 mm to 350 mm in diameter in the frame lifter provided with an engaging claw engaged with the receiving frame buried under a road surface to hold an upper cover for closing a hole provided in the road surface, and constituted to lift the receiving frame by engaging the engaging claw with the receiving frame. SOLUTION: This frame lifter is provided with a cylinder body 26 insertable in the hole provided in the road surface. The cylinder body 26 is provided with a storage part 30 for storing the engaging claw 5 in a horizontally projecting/receding manner, a piston 37 moved in the same direction as the moving direction of the engaging claw 5, and a cylinder chamber 36 enclosing the piston 37. The piston 37 is moved by a pressure fluid supplied to the cylinder chamber 36, to project the engaging claw 5 from the storage part 30 to be engaged with the receiving frame 3.
