Urban solid refuse or sludge is cold converted into inert material by: micronising and removing water; adding 5-10 wt% CaO and 5-10 wt% CaCO3; adding 3-10 wt% polymer; and shaping and storing. Preferably a suitable catalyst is also added in an amount 20-50 wt%. The polymer is preferably vinyl polyacetate, polyurethane or polystyrene, or derivatives of these.Plant for carrying out the process is claimed.
