<P>PROBLEM TO BE SOLVED: To provide an image processing device, an image processing method and an image processing program that are capable of grasping the state of movement of facilities users, at a highly reliable level. <P>SOLUTION: Data of a plurality of digital images are obtained by photographing a decision area A1 that a person passes through, when the person enters an examination room from a waiting lounge 64, and when the person leaves the examination room for the waiting lounge 64, at a predetermined interval. From the data of the plurality of digital images, the data of the digital image at entering of the room, obtained by photographing the person who is passing through the decision area A1 for entering the examination room, and the data of the digital image at the time of leaving the room obtained by photographing the person who is passing through the decision area A1 for leaving the examination room are extracted. The person in the image shown by the digital image data at the entering of the room and the person in the image shown by the digital image data at the leaving of the room are collated.
