PROBLEM TO BE SOLVED: To control the power consumption of an image forming apparatus as a whole including a fixing/heating means to be within a prescribed target value. SOLUTION: The power consumption in three operating states at a time (Wx) of warming up a driving part, a printing time (Wy) and a standby time (Wz) and the target power consumption (Wo) of the image forming apparatus as a whole are stored in a ROM 5. Provided that the target power consumption of a fixation heater is expressed by (Wh), the target power consumption (Wh) of the fixing heater is separately obtained in accordance with three operating states of the driving part. In order to control the power consumption of the whole image forming apparatus to be equal to or below the target power consumption (Wo), a time Tb for energizing the fixation heater within a control unit time Ta is obtained by detecting the voltage Vin of a commertial power source and calculating by an expression of Tb≤Wh×R×Ta÷(Vin×Vin). By controlling the time for energizing the fixation heater to be equal to or below the time Tb, the power consumption of the image forming apparatus as a whole becomes equal to or below the target power consumption (Wo).
